Report from the NATO ANW "Academic and Research Networking in Ukraine: Present State and Future Developments" Kiev, April 2-6,2003. One of the co-directors had to be replaced before the workshop started. Dr Jacek Gajewski (in October 2003) agreed to carry on the preparations for the workshop; consequently new International Organizing Committee has been formed and a programme has been revised. During the venue inspection visit in December 2003, the Local Organizing Committee has been formed and the workshop schedule has been fixed. A vast effort has been made to invite representatives from other (than URAN) academic centres and networks from all over the Ukraine. The preparations for the workshop were difficult due to the fact, that the emerging pan-Ukrainian academic network (UNREN) has not yet fully been created and often it was not ready to have a clear position on many issues. The participation of National Telekom within the academic network association aroused many reservations among the academic community. Also the existing rivalry between different academic networks had to be delicately taken care of. The personal involvement of the Partner Country Co-director, Prof. M. Zgurovsky, a man of high moral standards, helped a lot to overcome many human problems and tensions. Due to the very efficient support of the NTUU .KPI. staff from Local Organizing Committee all logistic questions (invitations, visas, pick-up, accommodation, meals and social events) were solved skilfully and timely. The workshop included several, sometimes very hot and open discussions and paved the way to the acceptance of UNREN as a true, nation-wide academic network. The workshop finished with the adoption of the set of very concrete recommendations. The workshop participants agreed to form two small working groups, (one on technical, one on financial issues), which continued their work in April, May and June 2003, preparing the documents and solutions, which will be discussed by great inner-Ukrainian conference planned for September 2003. In May 2003 a delegation of UNREN came to Warsaw to discuss the participation in regional initiatives coordinated by CEENet and to learn from NASK about several issues of NREN organization and management. This workshop was aimed to help the Ukrainian scientific community to organize a pan-ukrainian academic computer network. After several years of local rivalries between several, sometimes geographically spread local initiatives, the four organizations (MoE, State Committee for Communication, AoS, Ukrtelecom), with the political support of President Kuchma, decided to create a new academic network organization (called UNREN). UNREN will have a form of an association and will be responsible for maintaining a vital data link to european backbone GEANT, the optimization of links within the country and the cooperation of already existing sub-networks. A group of experts from NATO countries shared their know-how in design and running of the national academic networks, in the inclusion of various user groups and small remote academic centres as well as in possible economic models, possible for UNREN association. UNREN, being at the time of the conference only few weeks .old., could not fully describe its future structure and organization. The participation of the National Telecom in NREN, which is a unique situation in Europe, aroused many reservations and fears. This reservations were openly expressed and were intensified by the fact that the link to GEANT is nearly idle. On the other hand the fruitful cooperation of UkrTelecom is potentially a great asset for the emerging UNREN. NATO Science Committee has been cooperating with Ukrainian academic networking since several years. In particular, NATO supported one of academic networks (called URAN, organized by NTUU "KPI") with several NIGs. Some part of the last grant is not yet used and next NIGs for Ukraine are possible.
