Organizational structure

RNC is developed in the frame of National Project funded by Ministry of Research and Technology and Ministry of Education. The general direction for developing RNC are adopted by the RNC Council which has representatives from the main organizations involved in the network development: National Commission for Informatics, Ministry of Research and Technology, Ministry of Education, Ministry of Communication, RNC manager and other representatives from strategic bodies. Ministry of Research and Technology and Ministry of Education have the responsibility of implementing and developing the network with the main objective to connect all research institutes and universities before 1996.

Actual topology

See the picture

Due to a great concentration of research institutes and universities in Bucharest, it was necessary to setup a backbone network in Bucharest. The international connectivity is provided by two links:

- a 64 kbps satellite link between Bucharest and Vienna for connection to EBONE
- a 9.6 terrestrial link between Bucharest and Amsterdam for connection to EuropaNet.

Number of hosts and estimated number of users

- 522 hosts registered into DNS
- over 5000 final users
- 26 institutes connected by leased lines
- over 120 institutions connected by dial up

Plans for the future

- Upgrade the international links.
- Consolidate the robustness of national backbone network
- Upgrade the speed of the Bucharest backbone lines
- Consolidate the user access by increasing the number of dial-up lines and providing terminal servers
- Provide information servers

Main obstacles

- Low speed on the international and national links
- Poor quality of switched telephone lines
- Poor cabling inside and outside of buildings for the connection to the public telephone network
- Availability of server resources and other computer and communication equipment for user access
